Muis Financial Assistance Scheme (MFAS)

Source of Funds
The various forms of assistance come from different components of Muis’ Zakat Collection.

  • Annual Zakat grants given to Voluntary Welfare Organisations (VWOs) and mosques
  • For social & religious programmes that help restore self-reliance in Muslim families with special needs (FSNs)

Financial Assistance (FA)

  • Given on monthly basis from 3 to 12 months. Cases will be review thereafter.
  • Meant as short term and supplementary help to alleviate client’s burden to meet basic household necessities
  • Clients are advised to seek FA from other national agencies, eg. CDCs, FSCs, first before approaching Muis

 

 

Study Grant

  • Mean for education-related expenses incurred by children of FA recipients eg. Transport, meals, stationeries
  • Given on monthly basis from 3 months to 1 yeartional agencies, eg. CDCs, FSCs, first before approaching Muis
  • Allocates partial payment for certain examination fees on case-by-case basis

 

 

Gharimin

  • A one-time partial settlement of debts / arrears incurred for utilities and conservancy charges eg. overdue payment to Power Supply and Town Council
  • Cases with multiple arrears involving HDB, Power Supply and Town Council for Rental Flats are referred to RUAS (Rental Utilities Assistance Scheme)


 

Emergency Assistamce (EA)
Given on compassionate ground eg.

  • House razed by fire
  • Damage to property due to natural disaster
  • Loss of loved ones due to accidents / mishaps


 

Fidyah Food Voucher

  • Given either together with monthly FA or as stand alone to clients facing problem to put food on the table
  • Vouchers valued in $20 denomination redeemable at 14 Muslim provision shop outlets all over the island.
  • Food vouchers disbursed by D&E are drawn from Muis’ Fidyah Food; certain mosques to disburse similar assistance to their needy constituents from their respective fidyah collection.


 

Skill Upgrading Programme (SUP)

  • Available to all FA clients currently and participating in Muis’ ETSS* and EPS**
  • Successful SUP applicants get partial of full to attend Muis’ approval programme
  • Meant for only enrichment programmes that enhance the clients’ family life skills and economic standing
  • Each application to be assessed on case-by-case basis; successful applicant too may be required to sign an undertaking

 

 

Eligibility Criteria
Application is opened to poor & needy Muslims who are Singapore Citizens or Permanent Residents who fall within the following categories:

  • Single parent; widow; divorcee in need
  • Head of family in Prison or Drug Rehabilitation Centre
  • Head of family or persons suffering from:
    o Chronic Illness
    o Kidney Failure
    o Mental Illness
    o Physical / Mental Handicap

 

 

Documents to Bring

  • NRIC / BC of clients & dependents
  • Marriage / Divorcee / Death Certificate
  • Bills (HDB, Power Supply, Town Council)
  • POSBank
  • Medical Records – (unfit or permanently disabled, DPS letter)
  • Pay Slips of employed household members
  • Children’s School Report Book / Exam Slips
  • Documents from other assisting agencies
  • Other relevant documents eg.
    o Loan statements from Courts
    o SAFE
    o DRC / Prison Card
    o CPF Statement
    o Declaration of bankruptcy

 

 

Means Test
Muis' Zakat Disbursement (ZD) to poor and needy is given based on the eligibility status of the applicant calculated through the Means Test. The Means Test is calculated as follows:

The result is divided by 100% to determine the quantum of assistance. FA is awarded when there is a deficit of borderline results.


Actual total income:

  • Monthly salary

  • Other means of income

  • Contribution from family members

  • Contribution from children at least 20% of their net salary.

 

The Income Relief is calculated based on the following scale:
