Previously, during Prophets Mohammad's era, zakat was collected by Khalifah (caliph) or Ulil Amri (governing body). In current Singapore's context, who are regarded as the Kalifah of Ulil Amri?
MUIS is an organization responsible for all matters pertaining to Islamic laws and has consulted the Singapore government of Muslim well beings. As Singapore is a secular country, MUIS can be regarded as Ulil Amri. In addition, AMLA or the Administration of Islamic Law Act stated that zakat and fitrah falls under MUIS scope of responsibilities.
